William Garcia
Dr. Garcia has over 40 years’ experience in engineering design and project management with the US Army Corps of Engineers and Bechtel Corp. Dr. Garcia is a 28 year veteran at Bechtel Corp where he managed multi-million dollar operations in the US, Indonesia and Mexico. He is an expert in fluid dynamics and holds a PhD in civil engineering from the University of California at Berkeley, a BS from the United States Military Academy at West Point, and an MBA from Golden Gate University in San Francisco.
